Elected and Appointed Officials

Trustee President

Trustee Joyce Young, a township resident for more than 35 years, is known for her community activism and leadership on many civic boards, including the Boonshoft Museum of Discovery, the Human Race Theatre Board and the Montgomery County Family and Children First Council. Joyce was elected Chair in 2006 of the Ohio Rehabilitation Services Commission, a statewide agency that partners with individuals with disabilities to achieve quality employment, independence and disability determination outcomes. A trustee since 1995, Joyce is a delegate to the Miami Valley Regional Planning Commission. Joyce served as co-chair of the Create the Vision committee that helped write Centerville/Washington Township’s Community Plan. She has four daughters and four grandchildren.

Vice President

Terry Blair is in his sixth term as a member of the Washington Township Board of Trustees and has served as president eight times. Terry is the board’s liaison to the Miami Valley Regional Planning Commission. He is president of Buckeye Pools, Inc. An active member of Centerville Noon Optimists, he has served as past president of the American Business Club of Dayton and is on the Finance Committee at the Church of the Incarnation. Terry owns, breeds, and races standard bred horses. A resident of Washington Township since 1971, he and his wife, Judy, have four children and seven grandchildren.

Trustee

Lee Snyder, a township resident since 1961, began his first term as a trustee in 1998. Lee’s community service includes 18 years on the Zoning Commission, the board which makes recommendations to trustees on the Zoning Resolution and Map. He is the township liaison to the Regional HazMat Advisory Board. In the late 1960s, he was appointed as the first volunteer fire captain at Station No. 3 on Dayton-Lebanon Pike. Lee also served 35 years as a volunteer firefighter for the City of Kettering where he owns Snyder Brick and Block. He and his wife, Ruth, have two children and six grandchildren.

Fiscal Officer

Tom Zobrist brings over 40 years of management experience to the post of Fiscal Officer, a position he has held since April 2004. As a former co-owner of Bell Optical Laboratory -- a family business with five labs in Ohio and surrounding states -- his responsibilities have included cash flow management, the computer group, inventory, sales and marketing. He has lived in the township more than 30 years and co-chairs the implementation task force for the Create the Vision Community Plan. Tom and his wife, Patty, who is a member of the Zoning Commission, have two sons, four grandchildren and one great-grandchild.
