Elected Leadership

The Finance Department operates under the direction of a part-time fiscal officer who is elected by residents to a four-year term. Gary Smiga has served as fiscal officer since April 2018 and has been a Centerville/Washington Township resident for 40 years.

His past professional experience includes 36 years with Centerville City Schools, including four years as superintendent from 2005 to 2009. Since his retirement, he has worked seven years directing nonprofits for the Dayton Foundation, including seven as director of the Montgomery County Ohio College Promise Program and two as executive director of College Promise and the Dayton-Montgomery County Scholarship Program. A 32-year member of Centerville Noon Optimist Club, Gary is a past president and currently in his eighth year as treasurer. Other volunteer involvement includes the financial advisory board of Washington-Centerville Public Library, the Vision Team for SouthBrook Christian Church, BOGG Ministries and the Life Enrichment Center.

Staff

Finance Director - Mike Barlow has served as Finance Director since 1996 and, previous to that, as Financial Analyst from 1991 to 1996. He oversees the day-to-day administration of the Finance Department.
