Montgomery County Bridge on Alex Bell Road

Paul Gruner, P.E., P.S., Montgomery County Engineer, announced today that several emergency activities are occurring at one of the bridges on Alex Bell Road over Holes Creek in Washington Township. This bridge is just west of McEwen Road, between Imperial Woods Road and McEwen Road.

Road Closing

The Montgomery County Engineer will close Alex Bell Road just west of McEwen Road from 9 am to 2 pm Wednesday, September 7, for the purpose of bridge work.

The closing is part two of emergency repairs. The road also has been closed a limited time during the week of August 28. Check our Facebook page for updated information.

Supports are being placed under the bridge to support the restricted 5-ton limit which will remain unchanged once the work is completed.

This bridge has been in a deteriorated condition for several years, and in 2015 the Montgomery County Engineer’s Office (MCEO) applied for, and obtained, Federal Local Bridge funding to rehabilitate it in federal fiscal year 2021. Because of its condition the MCEO has been monitoring it on a monthly basis, and an inspection in early August revealed that the deterioration had accelerated. This resulted in the MCEO taking several actions:

  • The load limit of 11 tons that had been in place since 2014 was further reduced to 5 tons.
  • Plans were developed for county crews to construct emergency repairs in order to keep the bridge open.
  • Alternatives were explored to advance the funding   from 2021 to 2017.
  • The Washington Township Fire Department and Centerville City Schools were notified of the load limit. The MCEO is aware that this caused great inconvenience to both, but it was necessary for the safety of the public.

Although the 5 ton load limit has been posted, and it essentially prohibits all trucks other than lightly loaded pickup trucks, numerous trucks have been observed crossing the bridge. The Montgomery County Sheriff’s Office and their Washington Township outpost were contacted and have been very responsive in establishing an enforcement plan to assist the MCEO.

Consequently, the following plan is in place:

  • The 5 Ton limit will remain in place until the major rehabilitation construction begins or until further deterioration necessitates closing the bridge.
  • The Montgomery County Sheriff’s Office is actively policing the situation and issuing warnings or citations.
  • Plans are moving forward to contract for the major rehabilitation in early-to-mid 2017.
  • MCEO forces are proceeding to construct emergency repairs. While the bridge will remain open for most of this time, there may be lane closures at times, and it will likely need to be closed for a day or two over the next couple of weeks. Notice will be given of this closure, but it will be without the normal advance warning.

The Montgomery County Engineer advises and pleads with any trucking operation to avoid crossing this bridge until the major rehabilitation is completed in 2017. Consequences could be severe for anyone violating this restriction.
