The Washington Township Board of Trustees met in Regular Session on January 14, 2008, at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. President Young opened the meeting and led the Pledge of Allegiance.

MINUTES OF PRECEEDING MEETINGS

Since the last Trustee meeting was held just a week ago, there was not enough time to prepare the minutes. Therefore, no Trustee meeting minutes were approved.

FISCAL OFFICER’s Business

None.

Citizen Concerns

John Gintz, 1035 Kentshire, asked a State Highway Patrolman if there is an agreement that requires Washington Township to patrol I-675. The patrolman’s response was “no…but they can come up anytime they want. We welcome all the help we can get.” Captain Osterfeld indicated that there is no agreement in place and that they can patrol any portions of the County that they choose to patrol. Mr. Gintz expressed the opinion of some friends that Washington Township could be doing a lot better with Township patrols by putting the officers on Clyo Road, Nutt Road, Spring Valley Pike, Rooks Road, or West Whipp Road, and not on the highway. He also indicated that the liability rate for a cruiser is much higher on the highway than on local streets and he wanted to know why the Township did not make the best use of its cruisers by putting them on local streets and letting the State Highway Patrol take care of I-675. He pointed out that he has the same question for the City of Centerville who also occasionally patrols I-675.

Mr. Huff pointed out that the Township is responsible for EMS runs on I-675. If an accident occurs on I-675, it is typically much worse than it would be on a local road. Mr. Huff added that a balance is needed throughout the Township for protecting the residents that use the roadway system and the Township should not rely strictly on the State Highway Patrol to protect its residents. He also noted that, even though they are not there very often, the State Highway Patrol also patrols St. Rt. 725 and St. Rt. 48.

CONSOLIDATED DISPATCH

For the past year, Washington Township has been actively involved in evaluating whether to have the Township’s fire dispatch join the Sheriff’s consolidated dispatch center at the Mound. The Washington Township Fire Department is a combination fire department, which includes volunteers who need to be tracked to assure equipment is in service in the evenings and weekends. In addition, the Washington Township Fire Department monitors 41 fire alarm panels. At this time it does not appear to be advantageous for the Washington Township Fire Department to join the consolidated dispatch center. Washington Township will continue to keep an open mind about the joint dispatch center in the future and wishes the Sheriff and all of the participating jurisdictions success.

It was moved by Mr. Snyder, seconded by Mr. Blair, that the Board adopts the Resolution entitled Montgomery County Dispatch, which resolves that the Washington Township Fire Dispatch will remain in Washington Township.

Training

Fire Chief Bill Gaul would like to send Fire Marshal Michael Long to the NFPA World Seminar (National Fire Protection Association) in Las Vegas, Nevada, from June 1 through June 5, 2008, at a total approximate cost of $2,052.

Fire Chief Bill Gaul would like to send Firefighter/Paramedic Josh Augustine to the Operations by the Letters Training at the Ohio Fire Academy from April 21 through April 26, 2008, at the approximate cost of $701.

The 2008-2012 Financial CIP identifies the replacement of two unmarked vehicles. Captain Osterfeld would like to purchase these vehicles from the State Bid Contract. These items were both budgeted for a total of $52,000.

It was moved by Mr. Blair, seconded by Mr. Snyder, that the Board authorizes purchasing two 2008 Chevrolet Trailblazers, from Taylor Chevrolet, Lancaster, Ohio, from the State Bid purchasing contract RS904308, Index number GDC093E, for a total cost of $40,734.

Early in 2007 an automobile struck one of the light poles on State Route 725. The driver was under insured. Because this claim was submitted to Washington Township’s insurance company, the Township had to pay the $1,000 deductible. Bob Surdyk filed a suit for the $1,000 and Cincinnati Insurance has agreed to reimburse Washington Township for that amount in exchange for a Release and Assignment of Abbey Brown. Law Director Bob Surdyk is recommending that the Trustees pass this release.

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board adopts the Release and Assignment for Abbey Brown as presented in exchange for a $1,000 settlement.

2008 Partnership Pool Program

The 2008 Partnership Pool Program distributes funds to the Township from the Montgomery County Engineer. The Trustees need to approve a Resolution so that the $8,750 can be forwarded to Washington Township. This is a yearly request from the County Engineer.

It was moved by Mrs. Young, seconded by Mr. Snyder, that the Board adopts a Resolution authorizing entering into the 2008 Partnership Pool Program as proposed by the County Engineer.

RECREATION

The 2008-2012 Financial Plan identifies the replacement of exhaust fans in the natatorium at the Rec Center. At this time staff is recommending the Township to contract with Stan & Associates for the engineering required for the project. This is a companion project to the HVAC replacement project, which was completed in 2007.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board authorizes contracting with Stan & Associates, Washington Township, Ohio, to do the engineering work for the exhaust project at the Washington Township Rec Center natatorium, at an approximate cost of $2,800.

TOWNSHIP ADMINISTRATOR’S REPORT

Mr. Huff announced that the offices would be closed on Monday, January 21 st in observance of Martin Luther King Day.

Mr. Huff thanked the department heads earlier in the day for of their help over the years. He has been Township Administrator for 12 years and with Washington Township for 24 years. He indicated they were enjoyable years and that Washington Township is a great place to work. He expressed his appreciation of the professionalism shown by all of the department heads and employees. He also indicated that he has enjoyed his relationship with the Trustees and the Fiscal Officer. Washington Township is not only able to provide services and maintain exceptionally high ratings on the Customer Satisfaction Survey, but also stay well within budget; and it is forecasted that Washington Township will be in the black for the next number of years. He stated that he is proud to have worked with everyone and has appreciated the support he has received from the citizenry. He jokingly informed Terry Blair that he would be on an extended vacation starting February 1 st.

The O.R.C. requires purchase orders that are created after the invoice date for goods and services to be certified by the Fiscal Officer that a sufficient sum was appropriated and free of any encumbrances (Then and Now Purchase Orders). Trustee Comments

Mr. Blair commented that the Township’s decision not to join the Montgomery County Consolidated Dispatch program is not a reflection of the Sheriff’s dispatch capability and he is not in any way displeased with their service.

Mr. Blair thanked Mr. Huff for his 24 years of service to the community. He has played a very large part in the development of the community during a period of very significant growth. He wished him well.

Mrs. Young also expressed her thanks to Mr. Huff. She credits him for the professional staff that Washington Township has. His leadership has meant a great deal to the way services are delivered to the citizens. She also indicated that she is very proud to have been able to work with him and stated that she has learned a great deal from him. She wished him good luck.
