The Washington Township Board of Trustees met in Regular Session on May 19, 2008, at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. President Young opened the meeting and led the Pledge of Allegiance.

Staff is recommending approval of the items for auction, with the auction being online through the contract Washington Township has with Montgomery County, using Gov Deals to sell the items.

Eagle Scout Award: Daniel Kent
WHEREAS, Daniel Kent of Centerville, Ohio, will be receiving his prestigious Eagle Scout award from the Boy Scouts of America; and
Whereas, Daniel began scouting in 1997. He earned his Arrow of Light, the “Firelighter” award, his Tenderfoot rank, Second Class rank, First Class rank, Star Scout rank, and Life Scout rank. Daniel has held the positions of Tent Quartermaster, Troop Guide, Patrol Leader, Assistant Senior Patrol Leader, Senior Patrol Leader, and Junior Assistant Scoutmaster. He attended the 2005 National Jamboree, is a member of the Order of the Arrow and earned the Crossroads of America Council Firecrafter rank; and
Whereas, Daniel has completed Phase I of Bear Claw training and has assisted as a trainer for the Troop’s Junior Leader training program. Daniel is a junior at Centerville High School and plays violin in both the Concert Orchestra and Alternate Strings ensembles; and
Whereas, Daniel’s Eagle Scout project involved the design, construction and landscaping of a large raised bed at St. John’s Lutheran Church, along with designing and planting new landscaping in the front of the church and on a steep hillside.

Whereas, for his Eagle Scout project, Robin worked with the Dayton Urban Ministry Center to identify school supplies needed for schoolchildren served by the agency. Nearly $2,000 was raised to purchase backpacks, binders, notebooks, pens, pencils, and other supplies for 70 children. United Way named Robin the volunteer of the month for September for his work with the Urban Ministry Center.

Whereas, Michael McDougall began scouting at John Hole Elementary, and since has earned the rank of Weblo and completed his Arrow of Light. He attended campouts at Woodland Trails, Camp Ransburg, skiing/snow boarding excursions to Pennsylvania and participated in fishing trips, Pinewood Derbies and canoeing; and
Whereas, Michael earned 21 merit badges and held various leadership positions. Michael is a senior at Centerville High School, a member of the Centerville Elks football program and the track team; and
Whereas, for his Eagle Scout project, Michael planned, managed and completed a trail improvement project for the Centerville-Washington Park District at Bill Yeck Park. He built a new foot-bridge, cutting and removing overgrown brush, tree limbs and vines to open two trails, using three tons of mulch. The project involved more than 120 man hours.

PRESENTATION BY THE MONTGOMERY COUNTY ENGINEER’S OFFICE
Joseph Dura, Montgomery County Engineers Office, talked about the Sheehan Road and Social Row Road Intersection Improvement Project. This project entails installing a traffic signal at the intersection. It will also include some pedestrian accommodations. He discussed existing conditions at this intersection as well as the number and types of accidents that have occurred at this intersection. Their analysis of this information allowed them to come up with solutions that would best remediate these problems. Between January 1, 2005, and May 3, 2008, there were a total of 23 accidents, 87% of which were angle accidents, and 61% were injury accidents. The installation of a traffic signal was determined to be the best remediation to reduce angle crashes. There will be four street lights at this intersection instead of the existing one street light. Pedestrian crossing will be provided on the east side of the intersection, across Social Row Road. It will be done with pedestrian-actuated push buttons and signal heads. It will also have a signal similar to the one at Atchison Road and Spring Valley Pike that will detect traffic coming and will either hold or drop a green call based on calculated arrival times of an approaching vehicle. All four approaches will have this technology. The estimated construction cost is $135,000. The project will be awarded in approximately July of 2008. Construction will be completed by the end of 2008.
In response to Mr. Blair’s question, Mr. Dura indicated there would be advance signal warning signs placed on all four approaches. They could also place back plates on the signal heads to block the sun. The design also has two signal heads immediately over Social Row Road. A third signal head will be mounted on the pole for the westbound Social Row Road traffic.
Mrs. Young asked if traffic would be blocked during construction. Mr. Dura indicated that traffic will be maintained at all times, but there may be a temporary lane closure during the day. The majority of the work will be done off the pavement.
Mrs. Young thanked Mr. Dura and Mr. Shoup for coming to the meeting and letting everyone know about the project.
Mike “Slinger” Gibney, 1441 Beaushire, “from the greatest township in the State of Ohio,” asked about the technology mentioned by Mr. Dura that could detect traffic coming and asked where it would be mounted. He also agreed with Mr. Blair that a flashing warning light would be a good idea. Mr. Dura explained where it would be mounted and indicated that a flashing warning light would be explored further.
Citizen Concerns
Mike “Slinger” Gibney, 1441 Beaushire, “from the greatest township in the State of Ohio,” thanked the Sheriff’s department and recognized them for their professionalism. He expressed his concern about the running of red lights and stop signs. He asked if patrols could be stepped up in the “nasty” areas, such as Yankee Street, and at the dangerous intersections. He believes we need to enforce the laws a little bit more.
Captain Osterfeld responded that it is difficult to sit at the intersections and catch people running red lights and stop signs, but would work on it.

Purchase
The Fire Department would like to purchase a GPS handheld unit to record precise locations of essential resources and unique buildings or hazards in the community. These locations can then be integrated into the Development Services software for producing GIS maps. The request is to purchase the Trimble GeoXT unit for $4,093 from Ellerbusch Instrument Company. This is the same vendor used by Development Services, making service and integration with current software convenient.

Bids for the RTA Bus Stop Enhancement Project were opened on May 19, 2008. There were two bids submitted. The low bidder was Planex Company, Inc. This is a budgeted item in the 2008-2012 Financial Plan at $75,000. Benches and trash receptacles will be purchased at a later date for this project.

Trustee Comments
Mr. Snyder expressed his appreciation for the County coming out and enlightening them on the traffic lights on Sheehan Road and Social Row Road. He believes that the speed limit of 55 on Social Row Road is too high. He suggested a study be made to see what can be done to lower that speed limit.
Mrs. Young complimented the Rec Center for the After Prom event, which was very successful. Mr. Paice indicated between 700-800 kids showed up.
Mrs. Young also indicated that Centerville will be having a ceremony on Memorial Day at 9:00 a.m. at Stubbs Park. She hoped everyone would come.
