The Washington Township Board of Trustees met in Regular Session on June 2, 2008, at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road.  President Young opened the meeting and led the Pledge of Allegiance.

PROCLAMATION:  COMMUNITY SERVICE AWARD – Amanda Gaerke

In 2003 the Washington Township Board of Trustees established a Community Service Award for the Centerville High School student or recent graduate who most exemplifies a spirit of community service.  Nominees for this award are nominated by high school Service Club advisors who also make the final selection.  Washington Township is very proud to present this award for the sixth consecutive year.  We believe that strong communities rely on a strong ethic of volunteerism.  When students are generous with their time, they help their communities and set an example for their peers to follow.  Fostering an ethic of volunteerism with this generation is essential because the future of our communities will soon be in their hands.  We are pleased to announce that our winner this year is Amanda Gaerke, a graduating senior at Centerville High School.

COMMUNITY SERVICE AWARD - AMANDA GAERKE

WHEREAS, The Washington Township Board of Trustees has established the Washington Township Community Service Award to recognize the Centerville High School student who best exemplifies a spirit of community service; and

WHEREAS, Amanda Gaerke provided leadership this year as president of Octagon Club and has contributed over the past four years to its many service activities -- such as Angel Tree gifts for families in need, a community Easter egg hunt, and Washington Township Woodland Lights; and

WHEREAS, Amanda has been involved in service activities through her church, visiting nursing homes, making meals for a homeless shelter, and helping to found and lead a junior high youth group; and

WHEREAS, She has helped with Special Olympics, coached summer league basketball, mentored elementary and middle school students through her school's Peer Helper Program, and entertained residents at St. Leonard with a string quartet she and other volunteers established; and


WHEREAS, Amanda has taken an outstanding leadership role in Kettering Medical Center's Walk for Women's Wellness, rallying students and faculty at Centerville High School to double their participation and to increase donations by 150 percent for breast cancer research and treatment.

NOW, THEREFORE, BE IT PROCLAIMED that Amanda Gaerke be selected to receive
Washington Township's sixth annual Community Service Award and that this award shall honor her dedication, her important contributions to the community, and the superior example of community service that she has set for us all.

ST. LEONARD

WHEREAS, St. Leonard, a residential and senior living community sponsored by the Sisters of St. Francis, was founded 25 years ago at 8100 Clyo Road; and

WHEREAS, Over the past quarter century, St. Leonard has matured into one of the largest Catholic-sponsored, senior living communities in the United Sates; and

WHEREAS, The campus now occupies 250 acres and provides an array of mature living programs designed to meet individual needs, including cottages and garden homes, apartments, resident rooms, assisted care, special care, rehabilitative services and adult day care; and

WHEREAS, St. Leonard has faithfully pursued its mission to assist seniors of all faiths achieve their highest level of independence; and

WHEREAS, St. Leonard is a valued member of the Centerville/Washington Township community and provides a high quality of life and care to the people it serves.

NOW, THEREFORE, BE IT PROCLAIMED by the Washington Township Board of Trustees, Montgomery County, Ohio, that St. Leonard, a senior living community, be recognized and sincerely thanked for the important services it provides and, furthermore, that St. Leonard be congratulated on the celebration of its 25th anniversary.

Departmental Business

Fire

The City of Centerville is preparing to begin sidewalk and curb improvement work along Iron Gate Park Drive.  Fire Station 41, located at 163 Maple Avenue, has an approach to Iron Gate Park Drive along the south side of the station.  The City has submitted a quote to rebuild the approach which coincides with the roadway improvements. As part of the quote, they have recommended widening the entrance from the street to better accommodate our larger fire equipment.  By participating in this improvement project, the Township will recognize the cost benefit as separate projects can be integrated into one.  The front approach to Station 41 on Maple Avenue was successfully completed during the City of Centerville’s Street Improvement project in 2007. 

It was moved by Mr. Blair, seconded by Mr. Snyder, that the Board authorizes the Township to participate with the City of Centerville to reconstruct the Iron Gate Park Drive approach to Fire Station 41 for the quoted amount of $3,100.

Promotion

The full-time payroll technician II in the Finance Department accepted another position and left the Township in early May.  It was recommended by staff that an internal posting be done for the position.  Staff has reviewed applications and performed interviews.  At this time, staff is recommending the promotion of Kim Stevens, accounts payable technician II, to the position of payroll technician II.  Kim has been with Washington Township since May of 2004 and has many years of payroll and accounts payable experience.  She has done a very good job in processing the Township’s accounts payables.

It was moved by Mr. Blair, seconded by Mr. Snyder, that Kim Stevens, 11275 Mile Road, New Lebanon, Ohio, be promoted to the position of probationary payroll technician II, grade 7, step 5, effective June 4, 2008.

Payment

For the past few months, Enterprise Roofing has worked on roof leaks at the Recreation Center. The final amount of work performed exceeded the purchase order amount and is over $2,500.  Staff is requesting approval to pay the invoice in the amount of $3,460.59.

It was moved by Mr. Blair, seconded by Mr. Snyder, that the Board approves paying an invoice from Enterprise Roofing for work completed on the Recreation Center’s roof in the amount of $3,460.59.

Purchase

On May 5, 2008, bids were opened for the replacement of the exhaust fans for the Recreation Center’s pool.  Three bids were received, however, one was withdrawn. The lowest bid was received from Refrigeration Control in the amount of $27,300.  Refrigeration Control has a great deal of experience on the systems at the Rec Center and staff recommends that they be awarded the bid.


 

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board approves contracting with Refrigeration Control, Dayton, Ohio, for the replacement of the exhaust fans for the Recreation Center’s pool at the approximate cost of $27,300.

Rental Agreement

Recreation Facilities Director Dave Paice is proposing that part-time Recreation employee Joel Martin be approved to rent apartment A in the Stolz building.  Staff has found that it is beneficial to have a Washington Township employee living in the building, keeping an eye on the Recreation Center properties in the evening.

It was moved by Mr. Snyder, seconded by Mr. Blair, that the Board authorizes renting Apartment A at 845 Miamisburg-Centerville Road to Joel Martin at a monthly rent of $400, starting June 7, 2008.

ADDENDUM

Landscaping

Staff has recognized the need for landscape repair, tree replacement, and mulching on Township medians and properties.  Groundskeeper Lawn Care and Landscaping provided the lowest quote for time and materials.

It was moved by Mr. Snyder, seconded by Mr. Blair, that the Board approves Groundskeeper Lawn Care and Landscaping, Dayton, Ohio, for tree replacement, mulching and other landscape work at various locations throughout the Township for the approximate cost of $7,047.

Trustee Comments

Mrs. Young recognized Jackie Curl for her initiative in establishing the Community Service Award.  She commented that it is wonderful to be able to recognize and acknowledge some of the wonderful young people in our community.
