The Washington Township Board of Trustees met in Regular Session on November 7, 2005, at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. President Snyder led the Pledge of Allegiance.

MINUTES OF PRECEEDING MEETINGS

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board approves the pre-meeting minutes and the minutes of the Regular meeting held October 17, 2005, and the Workshop held October 24, 2005.

Clerk’s Business

Lighting Districts

The Township Clerk notified the Trustees on October 11, 2005, of two street lighting petitions received from Washington Development, L.L.C. for the Estates of Paragon, Section 1, 2 and 3 and Paragon Place. Under the Ohio Revised Code, a public hearing must be held within 30 days of notification to the Trustees, and 15 days prior all landowners must be notified of the hearing. All landowners have been notified. If approved by the Trustees, contracts with Miami Valley Lighting will be signed. The developer has agreed to pay all of the up-front installation costs. Thereafter, the monthly lease of the poles and fixtures and yearly lighting fees for usage will be assessed to the property owners.

President Snyder opened the meeting for the pubic hearing for a lighting district at the Estates of Paragon.

Robyn Livesay, Miami Valley Lighting, DP&L Energy, described the lighting fixtures, explained the installation charges, and explained how the locations were selected.

Ken Niekamp, 825 St. Simons Lane, asked how the $92 assessment to his property for this lighting would occur. Mr. Huff indicated that this was an approximate amount and that he was unsure if $46 would be taken out twice a year or if $92 would be taken out annually. He also informed Mr. Niekamp that it would probably go up as energy costs go up; however, the Township has two years left on its lease with DP&L.

President Snyder closed the public hearing.

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board authorizes approving the Resolution for a lighting district at the Estates of Paragon, Sections 1, 2 and 3, called the Estates of Paragon Lighting District, for fifteen 16,000 Lumen HPS Regal style fixtures and cast aluminum poles; and that the Board also authorizes the Township Administrator to enter into a contract with Miami Valley Lighting for said lighting district.

President Snyder opened the meeting for a public hearing for a lighting district at Paragon Place. Since no one wanted to speak, President Snyder closed the public hearing.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board authorizes approving the Resolution for a lighting district at Paragon Place, called the Paragon Place Lighting District, for thirteen 16,000 Lumen HPS Regal style fixtures and cast aluminum poles; and that the Board also authorizes the Township Administrator to enter into a contract with Miami Valley Lighting for said lighting district.

Financial Plan 2006-2010

The elected officials and staff have been working over the last couple of months reviewing the proposed financial plan for Washington Township for the years 2006-2010. The intent of the financial plan is to predict for five years what type of capital expenditures Washington Township may be facing and what type of monies will be needed to fund various projects, associated personnel and operating costs.

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board adopts, in concept, the Washington Township Financial Plan for the years 2006-2010.

PROCLAMATION: EAGLE SCOUTS

The Trustees recognized four outstanding young men in our community who are receiving the prestigious Eagle Scout Award from the Boy Scouts of America. All four of these individuals are with Troop 516 in Centerville. Their names are: Chris Mehaffie, David Feverston, Ryan Anderson, and Thomas Anderson.

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board adopts the following proclamations for Chris Mehaffie, David Feverston, Ryan Anderson, and Thomas Anderson, recognizing their receiving the Eagle Scout Award from the Boy Scouts of America.

Chris Mehaffie

Whereas, Chris Mehaffie of Troop 516 in Centerville, Ohio, will be receiving his prestigious Eagle Scout award from the Boy Scouts of America; and

Whereas, Chris has held the position of Tent Quartermaster, Troop Guide, Garage Quartermaster, and Assistant Senior Patrol Leader. He is a member of the Order of the Arrow, went to Philmont Scout Ranch, and spent 12 days backpacking with scout members.

Whereas , Chris is in the Engineering program at Centerville High School and is taking a Sinclair Community college class. He plans on studying engineering in college.

Whereas, for his Eagle project Chris created a safe and secure playground area for preschool children at Southminster Presbyterian Church. He transplanted all the plants and grass from the project site, constructed a fence in the playground area, and filled the area with woodbark.

Now, therefore, be it proclaimed by the Washington Township Board of Trustees, Montgomery County, Ohio, that Chris Mehaffie be congratulated on fulfilling this significant requirement for his advancement to Eagle Scout and that he and other members of Boy Scout Troop 516 be sincerely thanked for their contributions to our community.

David Feverston

Whereas, David Feverston of Troop 516 in Centerville, Ohio, will be receiving his prestigious Eagle Scout award from the Boy Scouts of America; and

Whereas, David has held the position of Patrol Leader, Instructor, Troop Guide, Webmaster, is a member of the Lodge Executive Committee and is currently the Lodge’s Website Chairman. David has been to the 2001 National Jamboree, Philmont, Boundary Waters and Colorado. He was elected into the OA in 2002, received the Brotherhood honor in 2003, and has worked at Woodland Trails Scout Reservation as the Scoutcraft Director.

Whereas , David graduated from Centerville High School in 2005 and is attending Wright State University, planning to major in computer engineering.

Whereas, for his Eagle project, David cleared honeysuckle from around a local wetlands area and installed a split-rail fence in its place.

Now, therefore, be it proclaimed by the Washington Township Board of Trustees, Montgomery County, Ohio, that David Feverston be congratulated on fulfilling this significant requirement for his advancement to Eagle Scout, and that he and other members of Boy Scout Troop 516 be sincerely thanked for their contributions to our community.

Ryan Anderson

Whereas, Ryan Anderson of Troop 516 in Centerville, Ohio, will be receiving his prestigious Eagle Scout award from the Boy Scouts of America; and

Whereas, Ryan has served as Patrol Leader, Guide, Quartermaster, and Assistant Senior Patrol Leader; and

Whereas , Ryan is a Firecrafter and has participated in Bear Claw training and in the Junior Leader Training. He has enjoyed campouts, backpacking, caving, biking and skiing. He attended the National Scout Jamboree and Philmont.

Whereas, for his Eagle project, Ryan designed and built two benches and a bridge with handrails, added handrails to an existing bridge, diverted a natural spring into a creek to dry up a path, foraged a new path, closed the old one and mulched and cleared the entire path.

Now, therefore, be it proclaimed by the Washington Township Board of Trustees, Montgomery County, Ohio, that Ryan Anderson be congratulated on fulfilling this significant requirement for his advancement to Eagle Scout and that he and other members of Boy Scout Troop 516 be sincerely thanked for their contributions to our community.

Thomas Anderson

Whereas, Thomas Anderson of Troop 516 in Centerville, Ohio, will be receiving his prestigious Eagle Scout award from the Boy Scouts of America; and

Whereas, Thom has held many different leadership positions including Guide, Quartermaster and Senior Patrol Leader. He participated in Bear Claw through the Council as a participant and also on staff. Thomas has earned his Firecrafter rank and went to the Boy Scout Jamboree and Philmont.

Whereas , Thom attends Centerville High School, participates in the Centerville Jazz Band and Jazz Ensembles, and is a member of the Basketball Pep Band. Thom has been in the Engineering Block Program and plans on majoring in mechanical engineering.

Whereas, for his Eagle project, Thom built a deck for the Centerville Washington Township Park District at Donnybrook Park.

Now, therefore, be it proclaimed by the Washington Township Board of Trustees, Montgomery County, Ohio, that Thomas Anderson be congratulated on fulfilling this significant requirement for his advancement to Eagle Scout, and that he and other members of Boy Scout Troop 516 be sincerely thanked for their contributions to our community.

public hearing: re: sidewalk on state route 48, paragon road

Washington Township is planning to install sidewalks along Far Hills Avenue from Whipp Road to Rahn Road and also along Paragon Road from State Route 725 to Washington Woods Drive. State law requires that the Trustees hold a public hearing to consider comments made by the public on the sidewalk projects prior to awarding the bids. Public notices were published in the Centerville Times on October 15, October 22, and October 29, 2005.

President Snyder opened the public hearing regarding the sidewalks on State Route 48 and Paragon Road.

John Gintz, 1035 Kentshire, asked for more details concerning the sidewalk on State Route 48. Mr. Toberen indicated that it would start at the intersection on the north side of Whipp Road. On the west side, it would go to Swiss Village. On the east side, it would eventually go from Whipp Road to Rahn Road. The Township is going out to bid for Phase One, which goes to the top of the hill on Far Hills Avenue. Phase Two will start after Phase One is completed and will continue where Phase One left off to Rahn Road. Mr. Gintz then asked if a traffic light would be installed at the hill on Far Hills Avenue. Mr. Toberen indicated that there was a crosswalk at Whipp Road. The sidewalk from Rahn Road to Whipp on the east side would be continuous. Since the Rahn Road intersection is in Kettering, Mr. Toberen confirmed that the City of Kettering has agreed to continue the sidewalk.

Departmental Business

DEVELOPMENT SERVICES

Purchases

In the year 2000, Washington Township purchased Ortho photos and Planimetric data, which are currently used with our GIS system. This information is scheduled to be updated for all of Montgomery County on a five-year basis. The Miami Valley Regional Planning Commission is the lead agency for coordinating these updates with all of the jurisdictions in the County. The updates are nearly completed at this time, and Staff is recommending that we purchase these updates for Washington Township. This is a budgeted item at $15,000.


It was moved by Mr. Blair, seconded by Mrs. Young, that the Board approves the purchase of updated Ortho photos and Planimetric features from the Miami Valley Regional Planning Commission at the approximate cost of $10,000.

PUBLIC WORKS

Congress Park and McEwen Road

The intersection of Congress Park and McEwen Road has been identified as the highest accident area in the Township. Staff recently sent requests for proposals to three local engineering firms, seeking solutions to this intersection problem. TEC Engineering was the only firm that submitted a proposal. A safety study and a grant application to the Ohio Department of Transportation are outlined in their proposal. The engineering for this intersection is budgeted in the 2005 CIP.

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board approves TEC Engineering, Washington Township, Ohio, to provide services for a safety study and grant development project for the sum of $5,000.

Agreement

The Grants Walk subdivision located on the east side of McEwen Road, just south of Grants Park, is completing the construction of their street. As part of the construction, they were required to eliminate their north access off of McEwen Road, which will require the replacement of curb and sidewalk. Staff is recommending that the developer escrow the money for that work with Washington Township. When the Township repaves McEwen Road in 2006, this work would be included in the contract.

It was moved by Mrs. Young, seconded by Mr. Snyder, that the Board accepts the payment from Heinki Corporation in the amount of $6,889.70, said amount to be escrowed with Washington Township and applied towards the replacement of curb and sidewalk on McEwen Road at the north end of the Grants Walk subdivision.

Pavement Maintenance Program

The 2005 CIP includes a pavement maintenance program. This program improves the longevity of Township streets. This year, staff recommends crack sealing for the Wrens Crossing plat, which was resurfaced in 1989, and the rejuvenator application on streets that were resurfaced in 2004. The ODOT Cooperative Purchasing Program has bid these programs. Pavement Technology, Westlake, Ohio, was the lowest bidder for these applications. This is a budgeted item.


It was moved by Mr. Blair, seconded by Mrs. Young, that the Board approves Pavement Technology, Westlake, Ohio, for crack sealing and rejuvenator applications for the approximate sum of $71,253.

RECREATION

Woodland Lights

Each year Washington Township contracts with different vendors to provide entertainment during Woodland Lights. This year staff would like to use Rosetta English to provide a deer show and Miracle Amusements to provide rides. We have used the deer show in the past and this would be the first year for the amusement rides.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board contracts with Rosetta English, West Milton, Ohio, to provide a live deer show at a cost of $5,265.

Woodland Lights Advertisement

Each year Washington Township advertises in the Dayton Daily News for Woodland Lights. This year staff is proposing to advertise on November 25, December 2, December 9, December 16, and December 23, 2005. The total cost for these ads is $4,911.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board authorizes advertising in the Dayton Daily News five different times in the GO section for a total cost of $4,911.

TOWNSHIP Administrator’s Report

Mr. Huff reminded the Trustees that at 11:00 a.m. on Wednesday, November 9 th, the Vietnam Moving Wall’s opening ceremony will be held at the Far Hills Community Church located on Clyo Road. The Wall will be here for approximately eight days, and there will be various ceremonies held while it is here.

Also on Wednesday, at 7:00 p.m., the Create the Vision Implementation Task Force will have a meeting at the fire department’s headquarters.

Trustee Comments

Mr. Blair made a few comments about the 2002-2004 Intersection Crash Locations by Rate sheet that was included with the agenda packet. This information was discussed.
