The Washington Township Board of Trustees met in Regular Session on July 16, 2007, at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. President Blair opened the meeting, gave an invocation, and led the Pledge of Allegiance.

MINUTES OF PRECEEDING MEETINGS

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board approves the pre-meeting minutes and the minutes of the Regular meeting held July 2, 2007, and the Workshop held July 9, 2007.

FISCAL OFFICER’s Business

Advance

First year expenses were incurred for three recently approved, new lighting districts. The expenses that were paid by the Township in July will be assessed to the County and collected on property tax bills the next year. Since the Township made the payment this year, but money will not be collected until the following year, an advance needs to be made from the General Fund to the Lighting District Fund to cover first year expenses.

It was moved by Mrs. Young, seconded by Mr. Snyder, that the Board approves an advance from the General Fund, Account 01-14-5014, to the Lighting District Fund, Account 07-01-4000, in the amount of $26,500.

Appropriation Adjustment

With the advance from the General Fund to the Lighting District Fund to cover additional first year expenses for three new lighting districts, an appropriation adjustment is needed for the Lighting District Fund to reflect the increase in funds available.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board adjusts the 2007 Appropriation Resolution R2006-019 and M2007-110 from $35,273,822 to $35,298,624 for the following fund:

Appropriation Transfers

Under State law a state line item account cannot carry a negative balance. To prevent three accounts from going negative, staff needs approval from the Board of Trustees for intra-fund transfers.

Two transfers are needed in the General Fund for additional County fees for the collection of lighting districts assessments and for the advance to the Lighting District Fund for additional expenses for three new lighting districts. The transfer to the Motor Vehicle License Tax Fund is for increased usage of asphalt.

Auction Items

There are surplus items currently being stored throughout the Township. These items are no longer needed for the operation of Washington Township. Staff is recommending approval of the items for auction with the auction being online through the contract Washington Township has with Montgomery County, using Gov Deals to sell the items.

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board declares the following items surplus and no longer needed for the operation of Washington Township and authorizes the sale of these items at internet auction through the contract Washington Township has with Montgomery County.

Month-to-Date Income/Expense Report

The Trustees requested that a Year-to-Date Income/Expense Report be presented on a monthly basis. As of June 29, 2007, Washington Township has collected $13,100,671.85 in all funds and has dispersed $9,707,376.01 from all funds for a positive cash carryover of $3,397,195.84.

Award of Excellence

Since 1988 Washington Township has selected employees for an annual Award of Excellence. There are six recipients in 2007 from the following categories: Fire part-time, Fire full-time, Police, General part-time, General full-time and Public Works. All the individuals were nominated by fellow employees. Full-time Award of Excellence winners will receive $125 plus three additional days of vacation. Part-time winners will receive $200. In addition, the names of winners will be permanently inscribed on plaques displayed in various Township buildings. The following are excerpts from nomination forms:

Jeff Joseph – Fire part-time Lieutenant Jeff Joseph has been a member of the Washington Township Fire Department for 17 years. In that time he has been an outstanding employee. Lt. Joseph is a Maintenance Officer for Station 43 and always performs a thorough job making sure problems are corrected. He played a major part in research and justification for all new equipment purchased at Station 43 over the last several years. Lt. Joseph also organized and chaired the manning/call load study that was requested by Chief Parks. His attendance on alarms, house duties, work details, and training has always been excellent. Lt. Joseph’s caring attitude and concern for others is what makes him a great value to the department and the community.

Jim Neidhard- Fire full-time Deputy Chief Neidhard has a calm, easy going personality that allows him to work closely with others to accomplish assignments. Jim has had an exceptional performance evaluation for many years and demonstrates professionalism when dealing with fellow employees or citizens of the community. Deputy Chief Neidhard has spearheaded the effort for accreditation for the Washington Township Fire Department.

Todd Fazzari – Police Deputy Fazzari continues to be the most active deputy on first watch and for the entire district. While patrolling parking lots on foot, Deputy Fazzari is always aware of his surroundings and searches out illegal activity. In 2006 he caught a suspect on foot who had a large quantity of cocaine on him. Todd produces very detailed reports and, as a result, he has a very high conviction rate.

Alex Beltran – General part-time Alex is an exceptional employee at the box office at Town Hall Theater. He has a pleasant personality and excels at any job given to him, whether it is in the box office, the scene shop or shoveling snow. He has never been given a task where he has not excelled and staff at Town Hall is always amazed at his ability to work independently and at a quick pace.

Tom Cote – GeneralFull-time Tom is a full-time employee at the Rec Center who has gone outside the sports realm of his job to educate himself about the new RecTrak computer program. His knowledge of this program has enabled other co-workers to better understand and implement its features when serving our patrons. He has honed his computer skills to teach others in the department and has created web information that is useful to the citizens and patrons of the facility. Tom has stepped up to the challenge of assisting co-workers with RecTrak and has done well in keeping patrons updated. This has been a daunting task and his knowledge of the system is invaluable to the Recreation Center.

Dave Herbst – Public Works Dave always finds time to help other departments. He will go the extra mile and will try to resolve a problem while keeping in mind that he is working for the Township residents. While checking new fire equipment, he makes sure specs are correct and doesn’t compromise or settle for mistakes that the contractor has made. If a department needs equipment repaired quickly, he will put all his mechanics on the project in order to resolve the problem and get the equipment back in operating order. Dave has a big job to do in maintaining all of the equipment for Washington Township and he takes his responsibility seriously.

RETIRE/REHIRE PUBLIC MEETING

Mike Wanamaker, Public Works Manager, has completed thirty years of service with the Washington Township Public Works Department. He is requesting the Trustees to consider allowing him to retire, draw a pension, and return to work as permitted in the Ohio Revised Code 145-381. The proposed retirement date would be July 31, 2007, and the proposed rehire date would be August 1, 2007.

It was moved by Mrs. Young, seconded by Mr. Snyder, that the Board allows Mike Wanamaker to retire, draw a pension, and return to work as permitted in the Ohio Revised Code 145-381 as Public Works Director, effective August 1, 2007, at the annual salary of $74,000 per year.

Development Services

When John Lewis was hired as an Information Systems Analyst, it was agreed that when he received his degree, his position would be upgraded to Information Systems Specialist. John received his degree from Sinclair in June and, as such, staff is ready to promote him to Information Systems Specialist at grade 9.

It was moved by Mr. Snyder, seconded by Mrs. Young, that the Board promotes John Lewis, 8038 Pinnacle Point Drive, West Chester, Ohio, to the position of Information Systems Specialist, grade 9, step 1, effective July 4, 2007.

Public Works

At the July 2, 2007, Trustee meeting, the Board of Trustees authorized the administrator to enter into a contract for the repair of the roadways at Sterling Cove, which are to be assessed back to the property owners. It was conditioned upon approval of a line-of-credit. Since that time, staff found that the banks are requiring the Township to get a letter from bond counsel and to borrow the money at the end of the project when the exact amount is known.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board modifies Motion 2007-234 and authorizes the Township Administrator to enter into a contract with John R. Jurgensen Company, Dayton, Ohio, for the approximate cost of $328,826 for the Sterling Cove road improvements with the intent that, at the end of the project, any monies expended on this project will be borrowed and assessed back to the property owners of Sterling Cove Development.

Recreation

Town Hall Theater is putting on Disney’s “High School Musical” this fall. The royalties and rehearsal materials for this musical are $4,752.

It was moved by Mr. Snyder, seconded by Mr. Blair, that the Board authorizes contracting with Musical Theater International, New York, New York, for the rights to present the play “High School Musical” at Town Hall Theater beginning September 2007 at the approximate cost of $4,752.

The Rec Center has received several comments from patrons asking about the possibility of implementing a WiFi connection at both the Rec Center and Rec West for patrons’ use. Staff contacted HarborLink Network, LTD, a known supplier of WiFi for other jurisdictions in the State of Ohio. An agreement has been reached with Harbor Link to provide internet access at both Township facilities for use by our patrons. There is no cost for this service to Washington Township. The contract has been reviewed by Township Law Director Bob Surdyk.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board enters into an agreement with HarborLink Network, LTD, Dayton, Ohio, to provide internet service for patrons at the Rec Center and Rec West.

Personnel

The Recreation Center has an opening for Recreation Leader in the Aquatics area. This is a full-time position. Dave Paice, Recreation Facilities Director and Dawn Barnett, Human Resource Technician III, have gone through a selection process and are recommending hiring Melissa Moran. Melissa has eight years of part-time experience in the aquatics area with Washington Township, which should allow for an easy transition.


It was moved by Mr. Blair, seconded by Mrs. Young, that the Board appoints Melissa Moran, 7722 Southline Drive, Lebanon, Ohio, to the position of Probationary Recreation Leader-Aquatics at grade 5, step 1, subject to the successful completion of a post-offer physical.

Contract

Bids for the 2007 Sidewalk Repair Program were opened on July 13, 2007. There were four bids submitted. The lowest bidder was Double Jay Construction of Englewood, Ohio. Staff reviewed the bids and is recommending awarding the contract to Double Jay Construction at the low bid price of $66,716.50.

It was moved by Mr. Blair, seconded by Mrs. Young, that the Board authorizes awarding the 2007 Sidewalk Repair Program to Double Jay Construction, Englewood, Ohio, with the lowest bid of approximately $66,716.50.

National Association of Towns and Townships

The National Association of Towns and Townships is having their annual conference in Washington, D.C. from September 5 through September 7, 2007. At this time staff is requesting approval for the elected officials, Township Administrator, and Deputy Administrator to attend.

It was moved by Mrs. Young, seconded by Mr. Blair, that the Board authorizes expenses of Washington Township’s elected officials, Township Administrator, and Deputy Administrator associated with attending the National Association of Towns and Townships Conference in Washington, D.C. from September 5 through September 7, 2007.

Mr. Huff indicated that he would be off on Friday, July 20 th. He also announced that there would be a Special Meeting on Wednesday, July 25 th, at 4:00 p.m. to discuss the White Oak Lodge project.
