WASHINGTON TOWNSHIP ZONING COMMISSION MINUTES
April 18, 2006
The Washington Township Zoning Commission met in regular session on April 18, 2006 in the Meeting Room of Washington Township Government Center. Members of the Commission present were Mr. Rogers, Mr. Drain, Mrs. Winwood, and Mr. Anderson. Mrs. Zobrist was excused.
Call to order at 7:00 p.m.
The Pledge of Allegiance was recited.
All in attendance were duly sworn in.
Mr. Drain announced that the Southview Hospital cases would not be heard at this meeting. The developer submitted a letter requesting the cases be tabled.
CASE Z-672A – Synergy Development, LTD ( Grandview Hospital & Medical Center)
Request is for approval of a Planned Development Office 3(PD-O3) second stage and final plan to construct a new 2-story (79,953 square feet) medical office building and associated off-street parking on the Southview Medical Center complex.
MOTION – Mr. Rogers moved to table Case Z-672A at the request of the applicant.
Motion seconded by Mr. Anderson.

CASE Z-236C – Synergy Development, LTD ( Grandview Hospital & Medical Center)
Request is for approval of a modification to an existing site plan to allow for 45 off-street parking spaces and associated drive isles in a Special Use zoning district. The proposed off-street parking spaces are part of a new 105 space off-street parking lot proposed under Case Z-672A.
MOTION – Mr. Rogers moved to table Case Z-236C at the request of the applicant.

MOTION – Mrs. Winwood moved the minutes of March 21, 2006 be approved with modifications.

CASE Z-673 – Energy Lite Homes, Louella Deckard (Timberlodge Trail)
Request is for a change in zoning from the current Special Use (SU) zoning district to Planned Development Residential Multi-Family (PD-RM) two stage for the development that would contain 2 multi-family buildings with a total of 9 individual units on 1.506 acres of land located on the west side of Timberlodge Trail.
Greg DeLong , Senior Planner, presented the case and stated the proposed development would be 6 units per acre while the existing Timberlodge is near 8 units per acre.
Applicant represented by Mark Buckley of Energy Lite Homes, P.O. Box 750846, Dayton, Ohio 45475. Mr. Buckley informed the Commission the units would have approximately 2,000 square feet and two-car garages. The new buildings would match the existing buildings as close as possible.
Mr. Drain – Asked if Timberlodge has a homeowners association?
Mr. Buckley – Yes.
Mr. Rogers – Have you met with the homeowners association?
Mr. Buckley – Stated he has.
Mr. Drain – Would this development be part of the Timberlodge homeowners association?
Mr. Buckley – No.
Mr. Drain – Questioned the applicant about ownership and maintenance of the road/drive that runs from Garnet Drive into Timberlodge. Stated he would like the homeowners association to work with the daycare center on Garnet Drive on drop-off issues for the center.
Citizens voicing concerns, questions and comments included:
Dianne Thomas, 8051 Paragon Road – Questioned whether the units would be rental or condominiums?
Mr. Buckley – They will be condominiums to purchase.
Ms. Thomas – What impact would it have on Oak Creek South?
Mr. Buckley – Stated the point price of the condominiums would be $225,000.
Trish Matusoff, 8042 Timberlodge Trail – Stated she is not in favor of the current zoning that would allow an office building. She is in favor of more multi-family on the property.
Grant Donaldson, 8111 Timberlodge Trail – Concerned with the construction traffic and how it would affect the existing office building. Also is concerned with future maintenance of the private street.
Bill O’Shell, 8016 Timberlodge Trail – He is in favor of the condominiums instead of an additional commercial building.
Mrs. Winwood – Asked if the three different homeowners associations could be joined into one for maintenance of the private street.
Mr. O’Shell – Feels this is a good idea.
Public hearing closed.
Commission remarks, concerns and comments included:
Mr. Rogers – Feels it would be a good use of the property.
Mrs. Winwood – Is in favor of the project. Would like to see the homeowners associations coordinated.
Mr. Anderson – Is in favor of the rezoning.

MOTION - Mrs. Winwood moved in Case Z-673 to approve applicant’s request for a change in zoning from the current Special Use (SU) zoning district to Planned Development Residential Multi-Family (PD-RM) two stage for the development that would contain 2 multi-family buildings with a total of 9 individual units on 1.506 acres, subject to: 1) staff comments; 2) the maximum of 6 units per acre; 3) applicant to meet with the homeowners association and the existing commercial building owner to develop a plan for maintenance of the private road.

Case Z-673 approved with modifications.
CASE Z-541O – K&A Architecture, Inc. ( Midwest Vein Center, 8101 Miller Farm Lane)
Request is for approval of a Planned Development Business (PD-B2) second stage and final plan to construct a new 4,567 square foot medical office building with associated off-street parking on 0.81 acres of land.
Greg DeLong , Senior Planner, presented the case.
Mr. Drain – Indicated that Mr. Rogers has a conflict of interest and is excused from hearing this case.
Applicant represented by Donald Kiley, Architect, 581 S. Alpha, Bellbrook, Ohio.
Mr. Drain – Questioned the use of the split-face block. Indicated his personal preference would be for brick or stone.
Mr. Drain – Asked if he would consider removing the split-face block and using brick as a replacement?
Mr. Kiley – Would consider it but feels the block adds more architectural character to the building.
Mr. Anderson – Likes the idea of a different material as a base to the building but not split-face block. His preference would be the use of ground face block. Mr. Anderson also has a concern with some of the low foot candle readings near the building on the lighting plan.
Mrs. Winwood – What is the roof pitch and at the entry points?
Mr. Kiley – 6:12 and 12:12, respectively.
Mrs. Winwood – Likes the banding look on the building but has a concern with the split-face block.
Mr. Drain – Likes the proposed use for the property and the layout of the site.
Citizens voicing concerns, questions and comments included:
Marcia Rouse, 8163 Normandy Creek Drive – Concerned with traffic safety and referenced ODOT’s requirement for a Traffic Impact Study (TIS). Ms. Rouse submitted to the Commission for review, a TIS she generated.
Mr. Drain – Would like staff to contact the county traffic engineer to study the area and make recommendations for possible improvements.
Public hearing closed.
Commission remarks, concerns and comments included:
Mr. Drain – Feels it is a good use of the lot, but there are a few loose ends as far as the consistency of the plans. Would be in favor of tabling the case at this time.
Mr. Anderson – Likes what they are doing; however, due to the late submittal of the revised drawings, not all of staff has reviewed the updated plans.
Mrs. Winwood – Agreed with the previous comments by the Commission. Feels the VIP Consultant did an excellent review of the first set of plans and should review the second set as well. Would like to see building material samples. Likes the residential look of the building.
MOTION - Mr. Drain moved to table Case Z-541O.
